Definition
Under Section 13.4 of the LGIP, if the Transmission Provider fails to complete an interconnection study by the applicable deadline and is assessed Study Delay Penalties, the Interconnection Customer may require the Transmission Provider to retain an independent, unaffiliated third-party consultant to perform or assist in completing the overdue study. The costs of the third-party consultant are borne by the Transmission Provider and do not reduce the Study Delay Penalties owed to the Interconnection Customer.
