Definition
Under FERC Order No. 2023, Scoping Meetings are held during the Customer Engagement Window — between the close of a Cluster Request Window and the commencement of the Cluster Study — to bring together the Interconnection Customer, Transmission Provider, and Transmission Owner to review data requirements, define study assumptions, and refine project information before expensive engineering work begins. A Scoping Meeting ensures all parties share a common understanding of the project configuration and study methodology. Previously, Scoping Meetings were held as a precursor to the now-eliminated Feasibility Study under the former serial queue process.
