Queue Position

Definition

The order assigned to an Interconnection Request based on the date and time it was received by the Transmission Provider. Under FERC Order No. 2023's Cluster Study Process, Queue Position determines which Cluster Request Window a project is assigned to and therefore which Cluster it is studied alongside. Within a Cluster, upgrade costs are allocated by the Proportional Impact Method — not by sequential position — so earlier queue position no longer automatically means lower cost responsibility as it did under the prior serial 'first-come, first-served' queue model.
