Proportional Impact Method

Definition

A technical analysis conducted by the Transmission Provider to determine the degree to which each Generating Facility in the Cluster Study contributes to the need for a specific System Network Upgrade. Under FERC Order 2023, upgrade costs are allocated among projects proportionally based on each project's calculated contribution to driving the need for the upgrade, replacing the older 'first-to-cause, first-to-pay' serial cost assignment methodology.
