Definition
An alternative to binding arbitration established under Section 13.5.5 of the LGIP, whereby either Party may request that the Transmission Provider engage an independent, neutral decision-maker. The decision-maker must be appointed within 30 Calendar Days of the request and render a written decision within 60 Calendar Days of appointment; that decision is not binding, but the Parties may cite the record and decision in subsequent arbitration or Federal Power Act Section 206 complaint proceedings.
