Definition
A temporary agreement that allows an Interconnection Customer to begin limited commercial operation of its generating facility before all required transmission upgrades are complete. An IISA typically permits the generator to operate at a reduced output level that can be supported by the existing grid without exceeding reliability limits, with the generator accepting curtailment risk until upgrades are in service.
