Cluster Study Process

Definition

The sequence of processes comprising: the Cluster Request Window; the Customer Engagement Window and Scoping Meetings; the Cluster Study; any needed Cluster Restudies; and the Interconnection Facilities Study. Established by FERC Order 2023, the Cluster Study Process replaced the prior serial 'first-come, first-served' queue model. By studying projects in batches, it reduces total study timelines and allocates upgrade costs more equitably among developers whose projects collectively drive transmission needs.
