Definition
A physical limitation on the amount of power that can flow over a transmission line, interface, or through a substation due to thermal, voltage, or stability limits. When a constraint is binding, it prevents economically optimal dispatch of generation and may result in LMP differences (congestion costs) between the load and generation sides of the constrained element.
