Definition
An alternative methodology to the ATC framework for calculating available transfer capability, described in Attachment C of the OATT. Instead of computing ATC for broad transfer paths, AFC tracks the remaining capacity on individual flowgates — specific constrained transmission elements — that limit power transfers. Transmission Providers using AFC must explain their methodology for converting flowgate-level AFC values into path-level ATC for posting on OASIS, ensuring customers receive comparable information regardless of the calculation method used.
