Order 2003 — Large Generator Interconnection (2003)

Definition

Standardized interconnection procedures for large generators (generally > 20 MW) by establishing the pro forma Large Generator Interconnection Procedures (LGIP) and Large Generator Interconnection Agreement (LGIA) that all transmission providers must use, eliminating the fragmented patchwork of utility-specific processes that had impeded generation development. Set clear study timelines, cost responsibilities, and milestone requirements providing developers with the certainty needed to finance large generation investments. Implemented a serial first-come, first-served queue in which each customer bore the full cost of network upgrades their project triggered — a model later found to be inefficient and superseded by Order 2023's cluster approach.
