Order 2023 — Interconnection Queue Reform (2023)

Definition

Comprehensively reformed the generator interconnection queue process to address an unprecedented backlog of clean energy projects by replacing the inefficient serial study model with a cluster-based approach that processes groups of requests together, allocating shared network upgrade costs by Proportional Impact Method rather than assigning them sequentially to whoever arrives first. New financial deposit and milestone requirements were established to eliminate speculative queue entries — projects with no realistic development path — that had been clogging queues nationwide. Required more timely and transparent studies and expedited construction of network upgrades serving multiple projects simultaneously, fundamentally modernizing how new generators access the grid.
