Order 1000 — Transmission Planning & Cost Allocation (2011)

Definition

Established comprehensive regional and interregional transmission planning requirements, mandating that transmission providers participate in open processes that evaluate public policy, economic, and reliability needs — not only immediate reliability needs addressed by individual utility plans. Eliminated the incumbent transmission owner's federal right of first refusal to build all facilities selected in regional plans, opening multi-billion dollar transmission projects to competitive development for the first time. Also required neighboring regions to coordinate on interregional needs and that costs be allocated in proportion to beneficiaries across the planning footprint.
