Order 2000 — Regional Transmission Organizations (1999)
Definition
Encouraged voluntary formation of Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs) to administer regional transmission and wholesale markets with independent governance, nondiscriminatory open access, and efficient regional coordination. Defined minimum RTO characteristics including operational authority, regional scope, congestion management, and short-term reliability responsibility while preserving Order 888 open-access obligations for utilities that declined RTO participation.
