What This Order Did

Order 889 is the companion to Order 888. It required transmission providers to implement the Open Access Same-Time Information System (OASIS) so that available transmission capability and pricing could be posted on a same-time basis, and it strengthened Standards of Conduct so transmission providers could not give affiliates undue preference in access to information or service. Together with Order 888, it operationalized open access: comparable service on the wires depends not only on tariff language but on transparent, contemporaneous information and behavioral firewalls between transmission and merchant functions.
