Transmission Loading Relief (TLR)

Definition

A NERC/NAESB procedure referenced in OATT §13.6 and Attachment J that Transmission Providers may invoke to curtail energy schedules and relieve thermal overloads on constrained transmission elements or flowgates. TLR procedures establish a priority hierarchy for curtailing schedules — with non-firm service cut first, followed by short-term firm, then long-term firm — and are applied on a non-discriminatory basis. TLR is the primary real-time reliability tool for managing congestion outside of organized markets that use locational marginal pricing (LMP).
