Switching Order (Line Clearance)

Definition

A formal, sequenced set of instructions issued by the system operator or dispatcher authorizing field crews to de-energize, isolate, ground, and clear specific transmission or distribution equipment for maintenance, inspection, or construction. Before issuing a clearance, the operator must verify that the equipment can be safely taken out of service — checking current system load, available transfer capability, N-1 contingency margins, and scheduled interchange. Approving a clearance during peak load or a stressed system condition can reduce available transmission capacity and increase the risk of cascading outages if a subsequent contingency occurs.
