N-1-1 Contingency

Definition

An extreme contingency scenario where the bulk electric system must withstand two successive element failures: one element fails (N-1), and before the system fully recovers, a second element also fails. N-1-1 planning addresses the risk that operators cannot always restore the system to N-0 conditions before a second unexpected event occurs, and is required for critical infrastructure under some regional reliability standards.
