Bulk Electric System (BES)

Definition

The interconnected generation, transmission, and associated equipment operated at 100 kV or higher, plus generation resources necessary for reliability, as defined by NERC and referenced throughout FERC and reliability regulations. The Bulk Electric System (BES) is the scope within which NERC mandatory reliability standards apply — covering planning, operations, protection, and cybersecurity. Transmission providers, balancing authorities, and interconnection customers all operate within BES boundaries; violations of BES reliability criteria can trigger curtailment, redispatch, or mandatory mitigation in interconnection studies.
