Definition
A transmission provider may not, through its tariffs or otherwise, give undue preference to any person in matters relating to the sale or purchase of transmission service. This includes issues of price, curtailments, scheduling, priority, ancillary services, or balancing. The prohibition applies broadly to all forms of discrimination.
