Transmission Planning Process (Attachment K)

Definition

The coordinated, open, and transparent planning process required by Attachment K of the OATT, which each Transmission Provider must establish with its Network and Firm Point-to-Point customers and other interested parties. Under Order 890, Attachment K planning must satisfy nine principles: coordination, openness, transparency, information exchange, comparability, dispute resolution, regional participation, economic planning studies, and cost allocation. Order 1000 further required Attachment K processes to include procedures for considering transmission needs driven by Public Policy Requirements.
