Definition
The utility-level, coordinated planning process under Attachment K through which a Transmission Provider plans its local transmission system in consultation with its customers and stakeholders. Local planning must include the study methodology and criteria for developing transmission plans, procedures for customer data submission, a dispute resolution process, economic upgrade studies to address congestion or new resource integration, and the relevant cost allocation method. It serves as the foundation upon which regional planning is built, ensuring that local reliability needs are identified before broader, multi-utility solutions are evaluated.
