Regional Transmission Planning

Definition

A multi-utility planning process required by Attachment K and Order 1000 through which transmission providers in a planning region collaboratively develop a regional transmission plan identifying facilities needed to serve the region's reliability, economic, and public policy needs. The process must be open to nonincumbent transmission developers and merchant developers seeking regional cost allocation. Order 1000 eliminated the incumbent transmission owner's federal right of first refusal to construct regionally-selected projects, opening them to competitive solicitation for the first time.
