Public Policy Requirements (Transmission Planning)

Definition

State and federal laws or regulations — such as renewable portfolio standards (RPS), clean energy mandates, or emissions reduction goals — whose requirements drive the need for new transmission facilities. Order 1000 and Attachment K require Transmission Providers to include procedures and mechanisms for identifying and evaluating transmission needs driven by Public Policy Requirements in both their local and regional planning processes, ensuring that policy-driven grid investments receive the same systematic evaluation as reliability-driven and economic projects.
