Definition

Part 358 does not apply to a public utility transmission provider that is a Commission-approved Independent System Operator (ISO) or Regional Transmission Organization (RTO). ISOs and RTOs are deemed structurally independent because they do not have marketing affiliates; their role is to operate the transmission grid for all market participants on a neutral basis.
