Open Access Transmission Tariff (OATT)

Definition

The pro forma tariff required by FERC Order 888 that obligates transmission providers to offer non-discriminatory, open access to their transmission systems under comparable terms and conditions. The OATT establishes the rates, terms, and conditions for transmission service and separates (unbundles) transmission from generation services. It is the foundational document governing how utilities provide transmission service to all eligible customers on the same basis they provide it to their own generation affiliates.
