Definition
A generating facility that meets FERC criteria as either a cogeneration facility or a small power production facility using renewable or waste fuels, and that therefore qualifies for PURPA benefits — including the right to sell power to the interconnected utility at avoided cost and to receive non-discriminatory interconnection and transmission service. QF status depends on size thresholds, fuel efficiency standards (for cogeneration), and primary energy source rules. Many QFs interconnect at the transmission or sub-transmission level, making understanding QF rights relevant to transmission planning and tariff administration.
