What This Order Did
Order 819 established the formal process by which the Electric Reliability Organization (ERO) — NERC — may seek and obtain authoritative interpretations of mandatory reliability standards. Prior to this order, ambiguities in reliability standards created compliance uncertainty for registered entities, who could not always determine precisely what actions were required. The order created a structured mechanism for resolving these ambiguities, ensuring that utilities and grid operators have clear guidance on their compliance obligations and reducing the risk of inadvertent violations driven by unclear standard language.
